New Turning Point of China

范旭东 2012033010022

It is known to all that loosening on the family planning policy decision has been made on the next-phase reform approved by the Third Plenum of the CPC’s 18th central committee which ended on 12,Nov.

However, before the policy was claimed, Chinese leaders thought population emerges as an issue, which should be controlled and approved a law on contraception and abortion .The population growing fast let the government included population control into the national economic development plan and requires government at all levels to increase family-planning work.

With time going by, we discover that one-child policy also has its disadvantage. A growing number of scholars has urged the government to reform the one-child policy ,introduced in the late 1970s to prevent population spiraling out of control, but now regarded by many experts as outdated and harmful to the economy. In recent years ,China ‘s fertility rate maintained at the level of

1.4%----1.5%,much lower than other developing countries .China’s low fertility level will not only lead to a shortage of the aging of the population and the labor force ,but also will reduce the potential growth rate of the economy. In addition , one-child policy makes

many families have only one child ,which makes the child feel lonely during his childhood .

After the policy fully implemented, it will affect 15000000 to 20000000 people in the national scope, among these couples about 50% to 60% would like to have a second children. The estimated number of new policy for infants range from 8000000 to 10000000. So we should pay more attention to who can have a second child and be rational when we choose whether to have a second child. In a word ,only in this way can the population not be a rapid growth in our country.

Will the second child policy force the career women return to family

Good evening, everyone. My name is, from school of Maxism. It is my pleasure to join in this competition in this delightful evening. I appreciate the organizers for giving me this opportunity to stand here, discussing the interesting topic. As you are watching, “will the second child policy deprive our jobs?” is a fascinating question proposed by the feminists.

Recently, China government pronounces a new policy that endows the citizens right to have a second child. Abolishment of the single child policy also leads controversies.

The anxiety of “women career crisis” actually comes from the nowadays career status, which shows that it is more difficult for women to get a job compared with men, because employers think the pregnancy will take much time. Therefore, it is salient the feminist will have such worry when they will spend double time in giving birth of two kids. Besides, feminists always deeply believe the second child policy is a kind of contempt on equality, since the policy may treat women as “reproduction machine”.

However, the feminists’ worry enters a logic trap. They don’t treat “reproduction” as the basic human-being’s right, and they actively abandon the basic right. It seems ridiculous some American feminists criticized the Chinese single child policy harshly before, and nowadays they come to question the Chinese single child policy abolishment. It can be seen that there is no single word compelling women to have the second child in the policy. It only endows the people right, not duty. Therefore, the policy doesn’t invade the women willing, so the anxiety of “career crisis” has no meaning.

In all, in my perspective, there is no need to worry about whether the second child policy will deprive our job. Thank you for attending my speech.

China Adopts Universal Two-Child Policy China further relaxed its more than

three-decade-old family planning policy, according to a statement issued on Thursday by the Communist Party of China Central Committee.

Roughly 90 million Chinese couples will become eligible to have a second child.

It's the latest move by the authorities to fine-tune the

family planning policy, amid the nation's changing

The statement said the country's ageing trend(老龄化趋势) would be actively addressed by the universal(普遍

"The new initiative will be much better received among the Chinese people than the previous(以前的,先前的) policy relaxation and will help boost (推动,促进)China's labor supply in the long run," he said.

In late 2013, the central government relaxed (放松,放宽)the family planning policy, allowing couples to have a second child in situations(在。。情况下) where one spouse(夫妻,配偶) was an only child(独生子女). As of June, only 1.5 million of the 11 million eligible couples(符合条件的配偶) had applied to (申请)have a second child.

The latest change will affect rural families(农村家庭) most, as 60 percent of the newly eligible are rural people who tend to(倾向于) be more interested than city dwellers in having bigger families, Yuan said.

Also, it's more urgent for the eligible couples, he said, as 60 percent of them are 35 years or older.{二胎政策的英语作文}.

Yuan also suggested adding more favorable (有利的,优惠的)socioeconomic policies to make it easier for couples to raise more children(养更多的孩子). These primarily(首先,

maternity care (生殖保健,孕妇保健)and easier access to infant nursing services(婴儿护理服务) and schooling, said a statement issued by the National Health and Family Planning Commission.

The universal two-child policy came at the right time, as the population growth trend (人口增长趋势)has weakened and the size of the workforce (劳动力规模)is dwindling, the statement said. "It will help reverse (倒退,逆转) the trend and sustain (维持)the nation's economic growth."

Official statistics show that China's potential workforce-people aged 16 to 59-peaked(达到高点) around 2011, and has been in decline (衰退中)since then. At the same time, the number of working people has been falling as a proportion of the total population.

Last year, there were 916 million people between the ages of 16 and 59 in China, roughly(大体的) 66 percent of the entire population(全部人口). That peaked at 74.5 percent in 2010 and has been falling since.

At the same time, the ratio of children in the population has been dwindling, creating a potential future shortage of

workers, said Mu Guangzong, a demographics expert at Peking University.

"The looming(隐隐约约的;正在逼近的) labor

shortage will upset(颠覆,扰乱) the sustainable

socioeconomic development of the country," Mu warned. He suggested more aggressive approaches(有效的途径) to

reverse the trend and fuel population growth.(促进人口增长)

"China should end limits on family size thoroughly(彻底的), and immediately implement (实施)a population

revitalization (复兴)initiative to encourage reproduction," he said.

Obstacles(障碍) to childbearing(生育) include rising nursing and education costs(教育成本), more women in the workforce, late marriage and the increasing number of single adults, experts said.

“二孩”并不等于“二胎”。如果第一胎生的是双胞胎(twins)、三胞胎 (triplets)、四胞胎(quadruplets)、五胞胎(quintuplets)或龙凤胎(pigeon pair),就不符合“二孩”政策的要求。

Dear Editor,

I’m writing to tell you about a survey carried out in our school about whether we are willing to have a younger sibling in our families.

According to the survey , 78% of the students would love to have a brother or sister with whom they can play.therefore , they will no longer feel lonely .In addition to,they will learn to share with others.However,17% of them are not in favor of it.In their view, they may worry that they aren’t the only of the family any longer What’s worse, having a sibling will surely increase the burden of the family.Lastly, only 5% of the students think it makes no differences to them whether they will have a younger sibling or not .

As far as I’m concerned, having siblings does have many advantages. So I’m eager to have a younger sibling.

Yours ,

lihua

The “one child” policy has been changed in our country and it is possible that some of us may have a brother or sister. Are you willing to have a younger sibling in your family?

In a schoolwide survey about this question, most of my fellow students say yes. They are very glad to have a companion at home and therefore they will no longer feel lonely when their parents are busy working. In addition, they can learn to share things with and offer help to other people. The few others who say no to the question are afraid that their parents will love them less if they have a younger brother or sister at home.

As for me, I will be very happy to have a younger brother or sister. For one thing, a small child is great fun to me and I like to play with him or her. For another, I will have a good friend to do things with, to talk with and to share my life with.
